In international cargo transportation from the USA, a valued packing list is a substitute for commercial invoice related to goods shipping from the USA overseas. When shipping cargo from USA, do not confuse a packing list (1) used in the international cargo transportation industry to describe the way how cargo packed with a Valued Packing List (2) required by origin and destination Customs in purpose to control legality of commodity and assign duty, taxes, etc. (if any) on shipping from USA goods.

1. Packing list most of the time used on shipping from USA commercial cargo. It is an attachment to commercial invoices submitted on commercial goods exporting from the U.S. This packing list provides additional details on packing shipping from USA goods and may not indicate the value of shipped products. Do not confuse such packing lists with fumigation certificates.
    
2. Valued Packing List in international transportation from the USA, in some instances (mainly when shipping Household Goods or Personal Belongings that are not for sale), acts as substitutes to proforma commercial invoices. Valued packing lists in international shipping from the USA contain all mandatory information that required to be provided in commercial invoices, including the value of each shipping unit. In U.S. related international shipments the value must be assigned in US DOLLARS.

In international shipping Household Goods and Personal Belongings, international shippers describe shipped goods and assign a value of each shipping unit in the form of Valued Packing List. No commercial invoices should require on shipping household goods or personal effects.

However, customs in certain countries may require commercial invoices on international shipments containing Household Goods or Personal Belongings anyway. In respect of international cargo transportation from the USA, such shipments can be declared at a time of export from the United States in forms of valued packing lists. Upon arrival to destinations, at a time of entering cargo into destination country's commerce zone, these valued packing lists can be easily transformed into commercial invoices.

In respect of international shipping from the USA, valued packing list must be in English and provide the following information:

• International shipping reference(s) related to the international shipment;
• Ports of origin and destination;
• Shipper's and Consignee's (Recipient) full name, address and valid contact information;
• A detailed description of goods being shipped from the USA;
• Number of shipping units and the weight and;
• Value of each item in USD

Note that shipper may assign a value on shipping from USA Household Goods or Personal Effects.

Submitting Valued Packing List/Proforma Commercial Invoice in shipping from the USA

If you have an original commercial invoice or a receipt on your purchase prepared for the transporting from the USA overseas, then it is highly recommended to submit a copy of the document.

IMPORTANT NOTE FOR SHIPMENTS TO/VIA EUROPEAN UNION: 24H E.U. Rule effective on January 1^st, 2011. All commercial invoices or valued packing lists for shipments to/via E.U. require filing at least first six digits of U.S. Harmonized Tariff Schedule in the H.S. Code column. Shippers to other counties may leave the H.S. Code column blank. However, filing H.S. Codes to other countries is highly recommended.

• In respect of international shipping from USA HOUSEHOLD GOODS or PERSONAL EFFECTS, the HS Code# to be used is: 9905.00
• Any COMMERCIAL SHIPMENTS MUST PROVIDE H.S. CODES (at least the first six digits)
